The role of government in this case is simply to enforce a fair playing field, e.g. to intervene if the 172% interest rate wasn't disclosed in the contract or someone had a gun to their head while signing the contract. It is amazing that human race was able to evolve over last 32,000 years without an omni-present wealthfare state holding our hands from cradle to grave...
